Scam or fraud: UCO Bank — Non Refund of failed transaction

Sir
I attempted to pay INR 1258 towards airtel communication as my monthly bill using Internet banking.
The first attempt was unsuccessful and the second one was successful.

The payment was made on 17th March 2016 and initially I was asked from my bank to contact airtel.
Inspite of contacting airtel for the past 9 months and reaching them at the highest regional center bhopal it was confirmed that they did not recieve the payment and the same has not been yet reverted to my account.

I kindly request you to look into the issue and provide a quick resolution.
