Scam or fraud: PayTM Mobile Solutions — Bill amount was deducted twice and no refund is provided

Complaint Details:
I have tried to pay electricity on 25 Nov, 2016..though there was certain amount in my wallet for remaining amount I enetered my card detail at last the payment failed..so I tried one more time by entering all card detail..this time payment was successful then after this I checked my bank statement and I came to know that that amount was deducted twice and no refund was provided from paytm so I contacted many times to customer care but there is no response from them till date..I really feel helpless
