I pay BSNL bill online 3 day ago but did not sccuessfull pay bill or not give my refund so i complin paytam care but did not give my refund

I got this massage on my payments: “Success. Paytm Wallet Loyalty Cashback of Rs 15 will be credited in your account within 24 Hrs.”
They have received certificate from RBI to provide vallet service. kindly cancel that license and take strict action against them. my contact no.+918866417953 thanks please call for any further information.
