Scam or fraud: FreeCharge — Payment failed but amount deducted

Complaint Details:
I have made a payment for my BSES electricity bill on 07.12.2016 for INR 650/- (using the freecharge credit of Rs.60) but the payment status is shown as failed in Freecharge account . However I have received the message from bank stating that amount has been debited from your account.
Even I haven’t received any refund in my FreeCharge wallet

I have written a Mail to FreeCharge but yet to hear from them.
