Scam or fraud: Citibank — Forced to apply for a credit card by providing wrong information.

Complaint Details:
I had received a call from Citibank Customer care executive regarding Credit Card . It took my 30-40 minutes for the discussion and he convinced me to apply for the new credit card with below information.
1. All the other Credit Card due amounts can be transferred to the new credit card.
2. Amount can be paid with less rate of interest.

I contacted the customer care after receiving the new card, and requested for transferring the due amount in other cards. Now they are saying it is not possible to transfer the amount from one card to another and interest rate would be same as the existing card.
This is clearly indicating the fraud behavior of Citibank and cheating their own customers.
