Scam or fraud: Ebay.in — product not delivered even after paying full amount

I have ordered for a tab in ebay.in and paid full amount on Apr 9, 2018. The item was not yet delivered till now (April 25, 2018). I contacted seller, ebay and courier but all are not at all providing prompt response. Finally today they are telling that the item is lost during transit. ebay or seller has to pay for this as I lost my peace for the past 10 days.
