Scam or fraud: Indian Overseas Bank — Refund of failed transaction not credited

Complaint Details:
Sirs,
on 11.03.2017 and on 14.03.2017 i am tried to book irctc train tickets using my indian overseas bank debit card (payment gateway: Axis Bank). on both instances amount of rs.320.00 & rs.495.00 respectively debited from my account.but both transaction failed and tickets not booked.
after a week irctc said that they have refunded both amounts. but till today(28.03.2017) amounts are not credited to my account.
